 March 31, 1997Floodwaters washed away a culvert under LaMoure County Road 35 just west of Dickey, N.D. early Saturday morning, creating a gap of more than 50 feet and claiming two lives. Using a homemade bag-filler made from a sheet of plywood and two plastic traffic cones with the tops cut off, six people can fill 100 bags in about 11 minutes.
